Robart Falsh was the head of Falsh Industries.

Falsh funded Aristotle Halcyon's demolition of what were considered Jupiter's unnecessary moons, as well as Arnauld Klimt's secret illegal weapons research to create Halcytone. When the truth came out, he tried to get away. However, the Eighth Doctor had implanted post-hypnotic suggestions in an Icthal agent, making it believe it was in love with Falsh.
