A Tabbalac leader led the Tabbalac tracking Brooks' ship. They went after the Sixth Doctor and his TARDIS as it had similar properties. He forced the Doctor to take he and his men to Brooks' boat and then later threatened to kill everyone on board. The Doctor challenged him to a game of top trumps to stop a war. He suspected the Doctor and Lish were cheating, so he killed Lish. He eventually lost the game and the war to Charley. (AUDIO: The Raincloud Man)
