Eugene told him that, as he was immortal, there was no point in firing at him. Pepin still doubted he was a god and so he abdicated, naming Frobisher as his successor.

Pepin VII was a creation in Eugene Tacitus' world. In the world he was the son of Pepin VI and Berengaria. He unwillingly became a god to his people.
