Dr David Akalu was the morale facilitator at the Oliver Bainbridge Functional Stabilisation Centre on Ha'olam.
He became almost obsessed with the Eighth Doctor's irrational behaviour during the three years he was incarcerated there: trying to force the Doctor's motives out of his mind upon becoming part of the ubernet.
Towards the end of the Doctor's three-year-long imprisonment, Akalu became worried about DOCTOR, not understanding how he could see the Doctor's thoughts as well as watch and listen to him. (PROSE: Seeing I)
