The Water-breathers were a Venusian anti-Acceptancer faction. They believed their people could escape the rising temperatures on Venus if they could live underwater. Frefotengu wanted the First Doctor to teach them how to grow gills so they could do this. (PROSE: Venusian Lullaby)
