Harry Devlin was the foreman of Lord Robert Urton's mine.
After Alistair Gaddis was murdered by Lord Urton, the Eighth Doctor and Isaac Dobbs investigated Urton's mining operation. The possessed Devlin incited the workers to attack, so the Doctor and Dobbs fled into the mine. (PROSE: The Burning)
