Voss was the Minister for War on Bortresoye. He wanted the people to allow people to get to the shelters. He believed Tralfinial to be over pessimistic. He was suspicious of Landscar especially after he brought Charlotte Pollard and the Eighth Doctor to the base. He wanted to work out why the Doctor and Charley weren't contaminated.
