Hepesh was High Priest of Peladon at the time it was admitted to the Galactic Federation.
With the Chancellor Torbis, he convinced the young King Peladon to take the throne when his father died.
Hepesh believed that Peladon would be exploited by the Galactic Federation if they were to join it, and conspired with Arcturus against the throne. He went so far as to use Aggedor, the Royal Beast of Peladon, to kill Torbis. When the Third Doctor uncovered the truth and accused Hepesh of being a traitor both to his king and his sacred trust, Hepesh tried to order Aggedor to kill the Doctor, but the Beast, angry at Hepesh for controlling it for so long, turned on him instead, inflicting a fatal wound.
