I would like to nail down the New Britis Empire as having a canon mention before we make an entry on it. (not that anybody has, at lesat, made such an entry.) in the story itself I feel pretty certain they don't mention it and as I said on other discussion page, a Google didn't turn up anything. if RTD himself said that it exists, I would accept that as definitive, as I believe he has ultimate creative control of the series at the moment.
