Lieutenant-Colonel Brook was an employee of the Forge sent to France during World War I to conduct experiments on soldiers to turn them into the "ultimate killers". He did this by heightening their emotional response through sessions in the "Hate Room" of Charnage Hospital. In 1917, Brook was stopped by the Seventh Doctor who put an end to the experiments.
