Brownrose was a civil servant in the British Ministry under Lord Rowlands.
Biography[[edit] | [edit source]]
Brownrose requested UNIT to investigate a mysterious wave of deaths by asphyxiation which turned out to have been caused by Nestene-controlled plastic items. When he tried to strongarm the Brigadier, the Third Doctor retaliated by "pulling rank": claiming he knew Brownrose's boss "Tubby" Rowlands socially. Brownrose immediately backed down.
