Zachary was second-in-command of the Second Great and Bountiful Human Empire's Walker Expedition to Krop Tor, on which he served as a representative of the Torchwood Archive. Captain Walker died as the ship travelled down the planet's gravity field, which left Zachary in command. (TV: The Impossible Planet)

He evacuated the survivors in a rocket, which the Tenth Doctor towed to safety with the TARDIS when the gravity field keeping Krop Tor in orbit vanished. He bestowed posthumous honours on his fallen crew, including the possessed Toby Zed, whom Rose Tyler forced out of the rocket, and the Ood that were left behind on the planet.
