Luis Perez was a hacker friend of Sarah Swan.
He emigrated from Mexico to California, then moved to Washington DC, where he worked in a library in Adams Morgan. His contact with the Savant caused irreparable brain damage, and he had only occasional periods of lucidity. (PROSE: Blue Box)
