Care in the Community was a 1994 scheme of the British government relating to the treatment of mental health. It resulted in the announcement of the closure of a number of asylums. Dr Colin Dove believed that Hawthorne was to be one of them before Peter Russell managed to get a twelve month reprieve. Russell described the scheme as lunacy. (HOMEVID: The Zero Imperative)
