Or, the time war has been unlocked and that time is now in flux, which explains a lot of goings on (eg, Davros being rescued). The Master said that the drumming is the call to war, and there is a war going on in The End of Time part 2: the time war. In the next time preview, you see the Visionary tapping her finger on the table four times, creating the four beat. Perhaps she was the one causing the four beat in the Master's head to call him back to the Time War?
