As it turns out, Congress of the Nine Planets and The Congress of the Nine Planets both existed with precisely the same text, bar one link and a template. I went ahead and merged the two articles, and I went with "Congress" over "The Congress", as the definite article "The" is not necessary for disambiguation here.
