A character called Dr. Who indeed appeared in Kong Kong Escapes, played by Hideyo Amamoto and voiced in the film's English dub by Paul Frees. He was a revamped version of a villainous roboticist earlier depicted in the animated King Kong series produced by Rankin-Bass Productions, but his appearance and attire was changed to faintly resemble William Hartnell's First Doctor.
