Franklin was an assistant to "C", the head of MI6.
In 2020, he was present, when "C" met the Thirteenth Doctor and her companions at MI6. "C" mistakenly thought Graham to be the Doctor. Franklyn corrected his boss, but "C" didn't believe him, saying that according to the files he read the Doctor is a man. (TV: Spyfall)
