Jonathan Penn was a film enthusiast who lived in Cardiff.
Jonathan worked with his parents, David and Faith, at the Electro. He was haunted by the Ghostmaker. Torchwood Three questioned him about his knowledge of the reels of film containing footage of the Night Travellers and their shows. He later called them up when he found Pearl in his bath and helped them defeat the Night Travellers after they killed his parents. (TV: From Out of the Rain)
