The C-Programme was an operation run by David Garnier to help Europe's space programme: they would use Cyber-humans, a new breed of humanised Cybermen who would have little to no need of life support, as astronauts. The programme used bodies from St Gart's Bankside Hospital for parts.

The operation was finally stopped by the Seventh Doctor, Ace and Hex on 12 October 2021, when the Cyber-humans decided to eliminate the "threat" to the programme of humanity, including their master Garnier.
