Sean Flannigan (alternatively spelt Flanagan) was a security guard and technician aboard the Wheel.

Sean Flannigan, (TV: The Wheel in Space) alternatively spelt Flanagan, (PROSE: The Wheel in Space) was of Irish origin (TV: The Wheel in Space) and was an accomplished brawler. (PROSE: The Wheel in Space) By 2000, (TV: The Mind Robber; AUDIO: Prison in Space) 2079 (AUDIO: The Dying Light) or later, (PROSE: The Indestructible Man) he was working on the Wheel as a security guard and technician. (PROSE: The Wheel in Space)
Flannigan told Zoe Heriot and Gemma Corwyn where in the medical section the Second Doctor and Jamie McCrimmon were confined and prevented Jamie from leaving when he and Zoe heard Kemel Rudkin's cry. He assisted Leo Ryan in the power room by holding a light for him and heard that Elton Laleham and Armand Vallance had brought Bernalium from Silver Carrier to the Wheel, something that he told Zoe whilst he was off-duty.
