A Cyber Controller was originally a Voord on the planet Marinus who was mutated alongside his species by the Worldshaper into a Cyber-Voord, before eventually becoming a Cyberman. Some time after fully transforming into a Cyberman, this particular Voord become a Cyber-Controller. The Cyber Controller encountered the Sixth Doctor and Jamie McCrimmon. (COMIC: The World Shapers)

The Cyber Controller was distinguishable from its fellow Cyber-Voord by its head, which more closely resembled the Cyber-helmet of a Cyberman than the heads of the other Cyber-Voord, the latter of which still retained some aspects of their original Voord forms. (COMIC: The World Shapers)
