Dora (AUDIO: The Transcendence of Ephros) led the People's Party. As President of Earth, she was closely advised by Earth's primary military officer, General John Williams, (PROSE: Doctor Who and the Space War) with whom she had once been friends. (TV: Frontier in Space)

In 2520, Dora served as a senator's aide on a peace initiative that ended in Williams inadvertently beginning the Human-Draconian War in what he believed to be an act of self-defence. Years later, after her successful campaign for President of Earth, she appointed Williams to be her military advisor. She wore a silver locket with a picture of twenty-year-old Williams.
