Seth Rackoff was a director whom the Fifth Doctor met in Hollywood in 1938. It was during his trip to the Grimoire of Anubis that he fell under the control of the trapped Osiran god Kephri, and brought an assortment of Osiran technology including an Osiran service robot and the Scarabaeus.
