Captain Tallis was the leader of the Light Keepers. He was an old, bearded man who wore a peaked hat and, although he ruled firmly, he could be kind and allowed Plume to keep her secret hideaway.
Upon finding the Eleventh Doctor and Dorium Maldovar inside the Beacon with Plume, Captain Tallis took them to the head chamber and explained what the Light Keepers' purpose was. He was angry with the Doctor when the Lux became aware of the location of the Light Queen's mirror due to him and Dorium, leading Dorium to knock him out. (AUDIO: The Light Keepers)
