An air raid warden was stationed on the roof of the building that housed the Cabinet War Rooms in London in World War II. During a night of the London Blitz in 1941 when the Daleks were supposedly working on behalf of the Allies, he noted that all the lights of London suddenly turned on again. He knew it would make London a much easier target for rapidly-approaching German bombers. The next morning, after the evening's raid had been survived, he assisted in the reraising of the Union Flag atop the building. (TV: Victory of the Daleks)
