While not explicitly stated within TV: Praxeus, the talking cat matches the description of a Gallifreyan cat - indeed, on the did-you-know page for Praxeus the BBC America website, the connection was indirectly confirmed,[1] thus meaning that Praxeus references PROSE: The Legacy of Gallifrey, which also established several concepts that made their way onto screen.

When a fan asked to know more about the cat to BBC America Twitter account, they reiterated: "It's a cat and it lives in Ontario."[2] It also confirms that the cat lives in Ontario, not just happening to be there temporarily. One could even imagine that the cat may be a refugee from Gallifrey after the reveal of its destruction a few episodes prior in TV: Spyfall.
