As acknowledged by The Discontinuity Guide, constellations in the real world are arbitrary divisions of stars in a planet's sky. As such, the Doctor and the Tremas Master's references to Earth's constellation would be from the viewpoint of a different planet, presumably their home planet Gallifrey.
