In one of the infinite parallel universes of "possible space", (COMIC: Fire and Brimstone) the Time Lords gathered in the Panopticon to hear Barusa, their President, name his successor. The Matrix was also located in the Panopticon. (PROSE: The Chronicles of Doctor Who?)
