Paul Talbot was an insurance worker in Cardiff. He had quiffed ginger hair which Ianto Jones said made him look like Tintin.
In 2008, he was infected by the Cardiff Space-Time Rift, which began to alter his DNA. He became hyper-sensitive to light and sound, had a greatly accelerated metabolism, and felt ravenously hungry at all times. Very soon after the DNA mutation began, Paul attacked and ate his flatmate, Chris Manning.
After Chris went on a rampage across Cardiff he was captured by Torchwood Three, who took him into the Hub and ran tests on him.
