The Fledgling Empires were some of the earliest interstellar empires in the universe during the Dark Times.

They were forged through alliances formed by Gallifrey with planets or species they couldn't conquer, (PROSE: A Brief History of Time Lords) and became the most powerful empire in the universe. (PROSE: The Whoniverse) They were led by Rassilon, (PROSE: Pandoric's Box) and warred against the Racnoss Empire in the Racnoss Wars (AUDIO: Empire of the Racnoss, PROSE: The Labyrinthine Web) circa 4.6 billion years BC. (TV: The Runaway Bride) In building their empire, the Gallifreyans rode an unprecedented technological surge, one not repeated until the early days of the Dalek Empire.
