When a report on the Doomsday Weapon went missing from the Time Lords' files, a Second Time Lord, by one account the same Second Time Lord who had been part of the High Tribunal that sentenced the Second Doctor, (PROSE: Doctor Who and the Doomsday Weapon) now in a new incarnation, was one of those convinced the Master had taken it while making a report to Pandad IV.
