Bin Liner was a Red Kang who lived in Paradise Towers.

She and her wife Fire Escape birthed a clone, Viv-2, after coming into contact with Kroagnon's cloning tank. (COMIC: Paradise Found) They raise her as their daughter and fed stories about Kroagnon and the history of Paradise Towers. (COMIC: Paradise Before)

When she arrived in Paradise Towers, Bin Liner's name was Rosemary. She was polite, but became more aggressive after joining the Red Kangs, at which time she also took her new name. (AUDIO: Maddy's Diary)

When the Seventh Doctor arrived in Paradise Towers, Bin Liner and Fire Escape greeted him with typical Kang custom. However, they were hostile to his companion Mel Bush as they were uncertain of her allegiance. The pair took the Doctor and Mel captive and attempted to take them back to their Brainquarters but were forced to flee after the caretakers launched a raid on the Fountain of Happiness Square.

Bin Liner and the Red Kangs crossed paths with the Doctor once again when he fell through a hole into their Brainquarters and was knocked unconscious. When the Doctor awoke he informed the Kangs that he had been chased by cleaners, and Bin Liner scouted the area to check if there were any nearby. As the coast was clear the Doctor settled and produced a can of Fizzade from a vending machine, which initially frightened the Kangs, although Bin Liner and Fire Escape were persuaded to have a drink and were delighted by the taste. The Doctor showed the Kangs an information video about the Great Architect Kroagnon.

When General Favalan arrived at Paradise Towers she made clear to the residents that without Kroagnon's designs Paradise Towers would not be able to properly function as the safe haven that it was intended to be. She offered a solution that all of the residents would be allowed to enter into a virtual reality version of Paradise Towers and be blissfully aware of the truth as she and her soldiers took care of them. The residents agreed to these terms and were placed into stasis. However, they were unaware that Favalan had turned to cannibalism and intended to slowly butcher the population like cattle.
