It should be relocated at Second Doctor/Other realities because this can be adequetly covered at Second Doctor/Other realities, especially as Timewyrm: Revelation seems to show that this 2nd DOctor is the same as the Prime one, until he isn't

One account suggested that a version of the Second Doctor lived in the Inferno universe. He was a renegade Time Lord, and due to the non-interference policy he found himself captured by his people. Unlike his N-Space counterpart, he picked one of the faces that the Time Lords offered him after his trial.
