An incarnation of Borusa was one of four malevolent Time Lords, along with Morbius, Omega and the the Rani, who joined the Master in opposing the Doctor in a multi-sided battle for control of the universe, with the Doctor, the Master, Davros and a Cyber-Controller all vying for control of artefacts and locations which would make them masters of the cosmos.
