In Earth-33⅓, Marvel Comics eventually brought Dr Who into the Marvel Superhero Universe. After the fact, the Fourth Doctor took to wearing a mask and once told Leela that "being a Time Lord brings with it great responsibility". On one adventure, the Doctor and Leela headed to the rooftops with Leela cursing "those cosmic rays". (COMIC: Doctor Who? (DWM 191 comic story))

"Marvel Superhero Universe" is either a misnomer or an ambiguity created from the difference between the publication terminology of "shared universe" with universes in the cosmological sense within a fictional work, as even back when DWM 191 was published there were superhero characters published by Marvel set in a non-mainstream reality to Peter Parker of the Spider-Man comics and the Avengers. Since that issue, multiple universes with "Marvel superheroes" (some sharing identical names of characters) became more prevalent following examples like the Spider-Verse comics and films, Sony's Spider-Man Universe, and 2021's Spider-Man: No Way Home. Long after Marvel UK had the licence for either serious or parodic Doctor Who comics, the DWU introduced the Ghost in the 2016 TV story The Return of Doctor Mysterio, making the regular reality of the Doctor, in a small way, a universe with a superhero in it.
