Raeve (pronounced: ray-EE-va) was a neighbouring planet to Gallifrey.
During the Last Great Time War, Rassilon decreed that any world who refused to aid Gallifrey in its fight against the Daleks would be considered an enemy. (AUDIO: Havoc) Raeve did indeed refuse an alliance, leading to it being destroyed by Time Lord extremists. (AUDIO: A Heart on Both Sides)
