Capsin was a young Time Lord who served as Junior Monitor in the Celestial Intervention Agency (PROSE: Synthespians™) during the presidency of Lord President Niroc. (PROSE: The Eight Doctors)

He worked under the head of the CIA, Coordinator Vansell, to whom he delivered a report indicating the Nestene Consciousness had escaped destruction on Polymos by the Time Lords. After delivering the report to Vansell, Caspin was ordered to make additional checks for temporal activity which revealed the presence of a Type 40 TARDIS. Correctly deducing this was the TARDIS belonging to the Doctor and tired of the Renegade Time Lord's frequent interference, Vansell instructed another operative to inform the High Tribunal to appoint an Inquisitor and a Valeyard. (PROSE: Synthespians™) They appointed Inquisitor Prime Darkel and the Valeyard, who went on to prosecute the Sixth Doctor for his apparent crimes. (TV: The Mysterious Planet)
