Blood Over Unity City was a 21 comic printed in TV Century 21 in 1966.
The story crossed over with the Doctor Who universe, namely through the involvement of World President Nikita Bandranaik as a major character in the plot. Additionally, the titular location of Unity City was first introduced in The Daleks comic story Duel of the Daleks.

- Agent 17 discovers a SOFRAM base at a small farm in the Italian Apennines.
- Twenty One uses a toy mask to cover his face and protect himself from the fumes.
- The SOFRAM leader proclaims the ransom for the kidnapping will get them their million pounds weight in gold.
- Following the failure of their plan, at a meeting on the top floor of a New York skyscraper the SOFRAM leader makes the sole objective of the organisation to hunt down and destroy Twenty One.

- The territory President Galit presides over is never revealed, but the SOFRAM leader tells his comrade there will be a space war if the World Government don't get him back alive.
