Canon Smallwood was the vicar of Devil's End before the arrival of the Reverend Magister, otherwise known as the Master.

Smallwood was killed by the Master with his Tissue Compression Eliminator, and his shrunken body buried in the churchyard at Devil's End. (PROSE: The Eight Doctors)

Smallwood's mysterious disappearance was explained away by Garvin the verger, who claimed that he had been taken ill and had to retire — a story which Olive Hawthorne, the local white witch, didn't believe in the slightest, as she knew Smallwood wouldn't have left in the middle of the night without saying goodbye to anyone. Following the capture of the Master by UNIT after the events at Devil's End, the Chief Constable of Wiltshire mentioned in a television interview with Alex MacIntosh of BBC3 that the local police were trying to ascertain Smallwood's whereabouts. (PROSE: Who Killed Kennedy)
