Hallucinatory projector-receivers were Dalek weapons, which they always took aboard their flying saucers. The machine could read the intentions and desires of the humanoids on whom it was turned, and then project back into their minds the illusion that their wish had already been granted. An example of a military application of the machine was a general wishing for reinforcements who would see them already arriving and thus led an illusory platoon into battle. (PROSE: Inside a Skaro Saucer)
