Biography[[edit]]
Garrison Clay owned the Clay Foundation and was one of the wealthiest men on 61st century Earth. He planned to survive the solar flares which would wipe out all life on the planet in an underground bunker in Australia and rivalled Erno Balthazar's plan to save people aboard a space station as he wanted control over who would survive. By 6087, he had purchased the Library and was planning to prevent Balthazar's project from being put into action.
Clay removed River Song from the Library and placed her in a clone body with a six-week lifespan to utilise her skills to track down Balthazar, promising to return her to the Library once she had done so. Unbeknownst to her, he had a tracker chip placed in her diary and sent Dastur Tausend to follow her and clean up any loose ends. Dastur sabotaged the Nerva Beacon and Clay gave River the chance to return to the Library, but River rejected the offer and informed Major Streit that his neural inhibitor would be rendered inactive by the solar flares.
