Thorne set his sights on an [[Ukkan library card]] acquired by the Department, as prison numbers were rising he wanted to use [[Ukkan]] technology to dump them on [[Urlic]]. A prison which required "no upkeep, no wardens, no exercise yard, no ping-pong tables, no parole," the prisoners would be warehoused for ever. He decided the first inmate would be Starkey, he lured him with [[Department HQ]]'s first careers day. As Thorne played along with his scheme, Starkey and Darius sneaked into his office. When Starkey saw the card's screen he was sucked into it. K9 via communicator told Darius to bring it to [[Alistair Gryffen|Gryffen]] but not look at it. K9 explained the situation to Gryffen and suspected it was a set up by Thorne. Using a mirror, Gryffen,Darius and K9 looked at the Library card to find that Starkey was trapped on Urlic. K9 explained to Gryffen and Darius about the Ukkans. June arrived in Thorne's office and asked him what he was doing with the Library card. He told her he was exploring it's properties for use by the Department, something he said she should have done. June warned him it was extremely dangerous and three scientists have been lost, he assured her that the subject he used was completely expendable. June spotted the base of the card on Thorne's desk and asked him where the card was, Thorne merely smiled. An Ukkan Librarian, [[Yssaringintika]] arrived to assist them. However she could only get Starkey out with the Plinth of the card. She gave the team purple goggles which will allow them to look at the card without being sucked in and talk to Starkey. June reported to Lomax and warned Thorne that he wanted a good explanation as to why Thorne interferred with alien technology. He explained that as prison numbers are rising he wanted to use Ukkan technology to dump them on other planets, June dismissed him as insane, he said he may be but he's definitely in charge. She asked where the card was, he replied not far away. She warns him that Lomax wanted the card back in twelve hours or Thorne would be forced to resign. K9 and the team decided to do a deal with Thorne, offered him the card if he gave them the plinth to get Starkey out. Gryffen argued he'll never keep his side of the bargain, Darius suggested they doublecross him. Gryffen was contacted by Thorne who told him he had something of his and he wanted it back and he was willing to use force to get it. K9 interrupted and told him the facts, Thorne stumbled across technology he wanted to exploit but doesn't know how so he set up an entrapment and he could do nothing with the technology unless he had more information. He told him about the Ukkan goggles and offered him Yssaringintinka as a consultant. K9 and the team tricked Thorne into giving it to them so they could release Starkey then give the card to him, they gave him a pair of goggles (which Yssaringintinka disabled) and he was transported to the planet, he double crossed them as well as there was only a brick in the box he had. On Urlic, Thorne told him of his plan to turn the planet into a prison colony and the first inmate will be Starkey, Starkey told Thorne he's the second. Thorne was contacted by June, he demanded that she get him out of there, but as she noted he was in no position to demand. He warned her not to make him angry, she told him to be polite or he'd stay there for the rest of his life. June went to Thorne's office in Department HQ and took the plinth. When Thorne spotted Starkey drinking from his water bottle he said he wass thirsty as well. Starkey told him he didn't care, Thorne told him he should be grateful as if it weren't for him and the Department he'd have nothing to rebel against. Starkey said he'd be grateful if Thorne dressed better as he called his shirt "skanky" and he looked like he was "selling funeral insurance". June arrived at the house and gave Yssaringintinka the plinth, with only three minutes until the link closed. The position Starkey and Thorne were standing was crucial for the extraction to be successful. As Starkey and Thorne foght over the water, Yssaringintinka told them where to stand and the others told them to stop fighting. Thorne was persistant but Gryffen warned him to do what Yssaringintinka instructed. She said that the extractor didn't work too well with two seperate entities, she told them to put their arms around each other. Thorne was shocked at this, Starkey grabbed Thorne and they were sent back into the House. When Thorne threatened to have everyone arrested, Yssaringintinka threatened to erase him if he harmed anyone. She told him he deserves erasure for his overdue Library card alone. Thorne saw the potential in using an [[Ukkan library card]] held by the Department's [[Alien Technology Inventory]] as a [[prison]] for those with life sentences to solve the problem of prison overcrowding and withdrew it, leaving it in his [[office]] and holding an open day to trick [[Starkey]] and [[Darius Pike|Darius]] into breaking in and being trapped inside it. Only Starkey was trapped, however, and Darius took the card, leading Lomax to demand its return or his [[resignation]]. Behind June's Back, Thorne had several CCPC's experimented on with Human genetics. [[Birdie]], the only one successful, escaped from the laboratories where he was later found by K9 and his friends. When June heard Starkey suggest Thorne was responsible, she asked him, he said it was an interesting story but didn't deny it as it was his policy to neither deny or confirm. June was suspicious as Thorne had CCPCs scouring London for the rogue cyborg, he told her the public could be in danger and it was his duty to find it. She warned him that if she found out he was experimenting with the CCPC the people will know he was responsible, he told her if any experiments gone on they were terminated now along with any evidence, except for the cyborg as June noted. When she left, Thorne ordered all CCPC units to override all existing command protocols and gave them a new priority, to locate Birdie.
K9 suggested that Birdie be converted to fully robot and took a CCPC control cortex from Department HQ (using Birdie's identity chip) so Gryffen could begin the operation. Thorne was alerted by a CCPC that a CCPC's identity chip was activated and exited Department HQ. Gryffen started to modify him back to a Cyborg and detached his head but was interrupted by a call at the door by Thorne and his CCPCs, demanding to enter or he'll break the door down. Gryffen told Darius and K9 to hide Birdie who reattached his head. A CCPC showed Thorne the cutting equipment Gryffen used on Birdie, Jorjie said they were giving Starkey a haircut. Thorne ordered the CCPCs to arrest them and they put them in cuffs. Thorne ordered them to find Birdie and to tear the place apart. Darius, K9 and Birdie hid in the garage, K9 had a plan and told Darius to push the the car into the lane, as the CCPCs searched they reported nothing to find to Thorne. He told them to keep searching, he said there will be no reward until it is found, making Jorjie curious. Thorne intercepted Birdie's signal and ordered all CCPCs to the garage. They arrived, only to see K9 with Birdie's voice, Thorne realised they're escaping. Jorjie realised [[Marcus]] told Thorne Birdie was in the house, thats why he wanted Birdie to be kept here. Thorne and his CCPCs arrived, he assured them that Birdie, K9 and Darius won't get far. Gryffen told Thorne to remove the cuffs and asked what the charge is, Starkey said there's no evidence of Birdie. Thorne showed Gryffen the stolen cortex, Gryffen jokingly thanked him for the loaner. Thorne accused Gryffen that K9 broke into Department HQ and stole property, Gryffen corrected him as he borrowed it and he didn't break in he entered. Using a stolen identity chip, as Thorne pointed out. Gryffen again asked him for evidence as Starkey said there's no law against borrowing cortexes. Thorne said he has a witness, Marcus. Jorjie made up a story that Marcus had him on and was trying to make a fool of the Deparmtent as he always did, Marcus asked for his reward. Marcus told him that Birdie was here, Thorne was outraged at this new name while the others claimed he made it up. Thorne demanded that Marcus tell him where he was, Marcus told him he didn't know. Although Thorne believed that all evidence of the experiments on the CCPCs had been dealt with, [[Unit 18FEB6]] got loose and Thorne ordered all units to recapture him to prevent exposure after refusing to confirm or deny his involvement to June. [[Marcus (Mutant Copper)|Marcus]] informed him that the unit, since nicknamed "Birdie", was being harboured at [[Alistair Gryffen|Gryffen]]'s [[Gryffen Manor|mansion]] and Thorne threatened to [[arrest]] the [[K9 Unit]], but Darius got him away and Starkey and Jorjie convinced him that Marcus had lied to him. Thorne then, with the help of [[John (The Custodians)|John]], a former Department custodian and Vice-President of [[Greenroom Entertainment]]. Used the last [[Etydion]] in a plot to telepathically control children, however it backfired and it started converting 20 million of Britain's children to Etydions. June, Starkey and K9 went to Greenroom HQ, when June told John to go to level three and shut the broadcast down, he told her there was no need as they are on level three. She argued that nothing is being broadcast from here and warned him not to mess with her, Thorne then revealed himself. K9 searched for the Etydion as Starkey followed him. They arrived in a darkened room and spotted the Etydion. When the light was turned on and Starkey and K9 hid as Thorne showed June the Etydion on the screen. This shocked her, she warned Thorne that anyone found abducting aliens, sheltering or harvesting secrets about technology from an extra-terrestrial could be secretly tried and convicted by the Department. John told her that he wasn't abducted, he offered himself to them as it was frightened and sick when he came, he was given the home it wanted. In gratitude, it gave Greenroom Entertainment a means to reach it's target audience in ways that they never dreamt was possible. The target audience being Children, the future, the VR games were the first step in reaching them. A networked VR broadcast coupled with a mild telepathic signal to draw and hold the audience. For the kind of children every educator and every parent wanted, good children. As Thorne told June, good and quiet children made good and quiet citizens. John signaled the Etydion as Thorne told June it's what they have been working for, a population that will be happy, content and untroubled, June argued that it's because they can't think. Thorne called it an "overrated pastime", despite K9's warnings Starkey decided to show himself and is followed by K9. K9 told the Etydion to release Starkey from his control. When Gryffen shown June Jorjie and Darius mutating, she was heartbroken at what is happening to them, she showed Thorne what his broadcast was doing. Thorne gave in and told John to shut the transmission down. When John didn't comply, Thorne ordered him. John asked him for the magic word, Thorne threatened him with violence if he didn't obey. He told Thorne and June that he wanted 50 million credits to end the transmission. Thorne realised he is being blackmailed, John told him to remember before he bounced his "little head", he is the only one who knows how the transmission works. Thorne refused to give in, June demanded he gave it to him. He told her the Department will be bankrupt if he authorised the transfer. June explained that the Department won't be needed as there will be no Human population to protect, she begged him to save Jorjie. Thorne gave in and announced the credits will be transferred once the transmission ends. When John delayed, Thorne and June demands he ends the transmission now, he told them he's trying to but something is wrong, the creature won't respond. Starkey (under the Etydion's control) pulled the wires connecting it, now John had no control. John didn't understand what's happening but June did, he was been outsmarted and it was tricking him, neither John or Thorne were in control. As June went to the presentation room, Thorne told John that he would see his containment sectors from the inside. The Etydion released him Starkey after K9 threatened him, when June and Thorne arrived, K9 told them the Etydion is irreplacable as it is the last of it's species. June told Thorne he had to destroy it, K9 told them the Etydion planned to make Earth it's new home and populate it with it's own kind and he used the Etydion DNA in the headsets to amplify the signal. Thorne tried to kill it but the Etydion effected him with it's mental powers and knocked him out, June was able to convince it to reverse what it was doing by showing what it caused. The [[Etydion (The Custodians)|last Etydion]] arrived on [[Earth]] and offered to help the Department control the population by sending out a transmission to control children. Thorne worked with [[John (The Custodians)|John]] to achieve this through the ''[[Little Green Men]]'' game, his stated reason being that the project would lead to the children becoming obedient adults, but in truth John intended on holding the children hostage and demanding [[money]] from the Department to release them. June convinced him to make the transfer after the children started transforming into [[Etydion]]s and he informed John that he would be imprisoned for his actions, after which Thorne attempted to kill the Etydion and was knocked out. Thorne was on station at the Department Mobile HQ when [[Taphony]] escaped from her prison. He ordered that the perimeter was sealed and make sure no-one entered or left the prison. June arrived and said it was an internal security matter, Thorne told her that it was clearly engineered from outside the prison. Somehow Lomax or Thorne found out about K9's regeneration circuit and Thorne hatched a plan to gain it. Thorne teamed up with Freddie and modified a CCPC to become the [[Pain-Maker]] in his [[Crashclub]], old Robots modified and being forced to fight in an arena for the entertainment of rich "toffs", since Freddie's entertainment used illegal technology he was hardly in position to argue. Darius told the team about Freddie Maxwell and Crashclub, Jorjie asked why don't they alert the Department as he used banned technology, Gryffen told her he already tried but according to June the Department had "bigger fish to fry". Starkey decided to do something about it, undercover work. A day later, Darius claiming he left Gryffen, gave K9 to Freddie to serve as a gladiator. K9 was soon introduced to the friendly robot [[Clown]]s [[Chuckles]] and [[Boris]] and the threatening Pain-Maker. Starkey also went undercover as Darius told Freddie he was a robotics expert. Freddie called on Boris to be the opponent in Pain-Maker's first match, he and Thorne witnessed the battle. Despite Boris evaded several of Pain-Maker's attacks he was soon destroyed. Freddie was shocked by this saying it wasn't the match he anticipated and he still thought that K9 should have fought. He asked Thorne, why have him purchase him if he doesn't want to see him fight. Thorne assured him that K9's turn would come. Darius had doubts about the mission and thought of quitting, but when he said Freddie liked money Gryffen decided to threaten his finances to shake him up enough to get him out of his office. Starkey had Jorjie go undercover as a taxwoman. When she got Freddie to go get some reciepts, Darius arrived and after a long search Jorjie found Freddie's business chip under his bowl of Peanuts, Starkey arrived soon after. They hid under the table as Freddie and Thorne arrived, Freddie told him about the taxwoman who just arrived saying that she's trouble. As a CCPC closed the door Thorne asked her name and Freddie told him it's Fincher Jones, Thorne then asked if he's sure it isn't Jorjie Turner, he told him she has a friend called Darius Pike. He said they are here now, they csme out from under the table and Thorne saw that Starkey is with them as well, "The full set". Thorne revealed he knew what they were up to and was working with Freddie. Jorjie was shocked that he was working with a known criminal who is using technology which was specificly banned by the Department. When Darius and Jorjie assured him that K9 would defeat him, Thorne said he hoped so. He revealed that he knows that K9 could regenerate, when Starkey asked how he knew he simply tapped his nose and noted that it is an extremely valuable technology which could be of great benefit of the Department. Darius said K9 wouldn't just hand it over, Thorne said that he would need to find another way to secure it and that way was to force K9 to have to regenerate his living metal frame, to destroy him. The Pain-Maker would not be able to destroy K9 through his strength, but by being laced with the highly explosive Solarmite. Darius argued that that much Solarmite would take out the entire building, Thorne said he taken the precaution of having the bunker reinforced but after one Photon shot by K9 and everything outside the bunker would be destroyed apart from his Regeneration unit. Starkey said K9 would sense there's a bomb, Thorne argued that as Pain-Maker destroyed his friend [[Boris]] he wouldn't bother scanning. The Pain-Maker flashed Boris' hankerchief around, angering K9 who prepared to fire. They tried to warn him but they couldn't speak to him. The Pain-Maker attacked K9 but he hovered and evaded every assault, K9 soon refused to fight him as Starkey noted he was too decent to act they way Thorne would. Thorne initiated the Pain-Maker's self-destruct sequence however K9 scanned it and detected the Solarmite. When it detonated, Thorne ordered the CCPCs to go down there and recover anything they could find, K9 arrived having managed to escape the explosion. K9 explained that despite Solarmite would damage him, the only explosive force capable of destroying him would be his self-destruct, revealing Thorne's plan would never work. Freddie asked when he and Thorne would get together to build his new arena, Thorne however denied he was here, he terminated the deal and Freddie would soon be sent to prison. Thorne was furious to hear that the kids found his business chip under his Peanuts, as he left Freddie followed him trying to convince him to stay. Everyone was confused as to why he knews about K9's regeneration unit, the only people who witnessed K9's regeneration were the team, K9 suggested Thorne had sources of information beyond what they knew about him. Gryffen determined he must have and he was willing to go to any lengths to find it, K9 decided that he would be more vigilant than ever. At the Department Mobile HQ, Thorne spoke with Lomax and he assured him that the Department would have no recorded connection with Crashclub and that Freddie will take the whole fall. He told Thorne that as K9 knews of Thorne's intent to take his regeneration technology it will make acquiring it harder, Thorne said it won't be impossible and promised they would gain it and their plans would succeed. Thorne was an Inspector in the Department who sided with Lomax's plan for the Korven invasion of Earth. Because of this, he was implanted with MeronDNA. He was governor of Dauntless Prison, and later replaced a disgraced Inspector Drake as the Department's head of Public Order.
Thorne worked for the Department (TV: Liberation[+]Loading...["Liberation (TV story)"]) and was familiar with June Turner, whose claims that the Department needed to be more open and transparent he always rejected. (TV: Lost Library of Ukko[+]Loading...["Lost Library of Ukko (TV story)"])
Whilst working as governor of Dauntless Prison (TV: Liberation[+]Loading...["Liberation (TV story)"]) Thorne agreed to work with Lomax to bring the Korven to Earth to conquer the planet, wanting to be on the winning side of the conflict. As part of the agreement, he was implanted with MeronDNA which allowed him to turn his right hand into that of a Meron and also made him vulnerable to the cry of a Jixen.
Lomax's plan was for Alistair Gryffen to repair a damaged Space-Time Manipulator which Thorne could the exploit to bring the Korven army to Earth through a gateway. Additionally, Lomax wanted K9's regeneration unit and the DNA of various aliens encountered by the Department to create a creature, Trojan. (TV: The Eclipse of the Korven[+]Loading...["The Eclipse of the Korven (TV story)"]) Numerous aliens encountered by the Department were incarcerated in Dauntless Prison.
A Jixen went to Dauntless Prison in search of Merons and was followed by Starkey and Darius Pike, whom Thorne had imprisoned with Mr Wiffy without checking them for communication equipment. June commanded Thorne not to harm either of them, reminding him of her superior position, and ordered him to let her out of his office after he locked them both in there to hide from the Jixen. The Jixen's cry caused his hand to transform into that of a Meron, which went unnoticed, and he swore that June would pay when she declared that his time at the prison was over.

After June made a report on Drake reviving and subsequently losing control of Operation Black Hunger, Lomax assigned him to other duties and replaced him as Head of Security with Thorne. Part of Lomax's plan was to use the CCPCs as soldiers during the Korven invasion and to round up the Department. (TV: The Eclipse of the Korven[+]Loading...["The Eclipse of the Korven (TV story)"]) Thorne experimented with grafting human intellect into the CCPCs, only to terminate the operation and destroy the evidence. Thorne saw the potential in using an Ukkan library card held by the Department's Alien Technology Inventory as a prison for those with life sentences to solve the problem of prison overcrowding and withdrew it, leaving it in his office and holding an open day to trick Starkey and Darius into breaking in and being trapped inside it. Only Starkey was trapped, however, and Darius took the card, leading Lomax to demand its return or his resignation. When he tried to deceive Darius and Jorjie Turner, they trapped him inside the library card as well until Yssaringintinka released both prisoners. Although Thorne believed that all evidence of the experiments on the CCPCs had been dealt with, Unit 18FEB6 got loose and Thorne ordered all units to recapture him to prevent exposure after refusing to confirm or deny his involvement to June. Marcus informed him that the unit, since nicknamed "Birdie", was being harboured at Gryffen's mansion and Thorne threatened to arrest the K9 Unit, but Darius got him away and Starkey and Jorjie convinced him that Marcus had lied to him. The last Etydion arrived on Earth and offered to help the Department control the population by sending out a transmission to control children. Thorne worked with John to achieve this through the Little Green Men game, his stated reason being that the project would lead to the children becoming obedient adults, but in truth John intended on holding the children hostage and demanding money from the Department to release them. June convinced him to make the transfer after the children started transforming into Etydions and he informed John that he would be imprisoned for his actions, after which Thorne attempted to kill the Etydion and was knocked out. Thorne was in the camo with June when Gryffen helped break Taphony out of a virtual reality detention facility and took charge of the matter, considering it to be within his jurisdiction given that the escape was assisted by somebody from outside the prison. Thorne ensured that Crashclub caught the interest of the K9 Unit and had Freddie purchase K9 when Darius offered to sell him as part of the unit's plan to infiltrate the operation, after which he had K9 fight the Pain-Maker so that K9 would be destroyed by the explosion of the solarmite within his opponent. The solarmite was unable to damage him, however, so Thorne abandoned Freddie, ensuring there was no evidence of the Department's involvement.
