Brock was a badger who lived in Astrolabus' realm. The Sixth Doctor and Frobisher encountered him and he offered them an earthworm. The Doctor declined but Frobisher accepted. (COMIC: Once Upon a Time-Lord)

Brock is very clearly based on Mr. Badger from The Wind In The Willows.
