Landing Officer Costa was a customs officer on Azure. He and his partner, Fisk, were sent on board the Empress to investigate vraxoin smuggling after the ship collided with the Hecate. At first they suspected the Fourth Doctor and Romana II were the smugglers, but they aided them in uncovering Tryst and Dymond as the real smugglers and arrested them. (TV: Nightmare of Eden)
