The Committee of Enquiry was an organisation of the Time Lords' government on Gallifrey.
During the reign of Morbius, the Committee was chaired by Junior-Cardinal Borusa. They investigated Morbius's activities. They learned he had supporters even within the Celestial Intervention Agency. (PROSE: Warmonger)
