It just seems to me "Hooverville residents" suggests a general article about all the Hooverville residents — which actually ''could'' be written from Solomon, Frank, and the Doctor's speeches —and not these two specific guys. Well, it's not exactly a conjectural title — they are Hoovervile residents —but it's pretty far away from their names on the credits. And the collectivization of characters like this is a little odd. Why would we not just have Man 1 (Daleks in Manhattan) and Man 2 (Daleks in Manhattan)? It just seems to me "Hooverville residents" suggests a general article about all the Hooverville residents — which actually could be written from Solomon, Frank, and the Doctor's speeches —and not these two specific guys.
