The Cowled figures were Near-human, cowled aliens that carried scythes. Three passed through the Rift and began to haunt a building. They manifested themselves at the Central IT Server Building and then went on a killing spree, but were shot dead by Toshiko Sato and Ianto Jones. When they were found, they went on a rant about Tosh and Ianto worshiping heathen gods and in the name of their god, they'd expel them from life. This perhaps means they come from an overzealous religion. (TW: Exit Wounds)
