The Grand Council was an organisation of Raxacoricofallapatorians on Raxacoricofallapatorius and were the rulers of the planet.

Before they became criminals, the Slitheen family were the rulers of Raxacoricofallapatorius. However they were overthrown and replaced by the Blathereen family. (TV: The Gift)
Glune Fex Fize Sharlaveer-Slam Slitheen planned to strip Sol of its energy to buy a fleet of battle-cruisers, return to Raxacoricofallapatorius and smite the Grand Council and bring the Blathereen and the Hostrozeen families to their knees.
