Earth High Minister was an office held in the government of Earth prior to its evacuation by solar flares. He or she answered to the World Executive. At that time, a woman served in that office.
The Ark project seemed to be overseen by the Earth High Minister, who recorded two motivating messages: one to be played to volunteers, just before they were put into cryogenic suspension; and a second one to listen to upon revival.
